While the growth is an embryo with no discernible human features and especially no heartbeat, abortions should be allowed without preconditions of any kind. An embryo is hardly human and it certainly is not equipped to survive outside the uterus. So it is not murder when the abortion is on an embryo having no human features.
Some will complain, but the woman often does not know she's pregnant when the growth is only an embryo. And that's true.
Which is why medical science needs to come up with better devices for determining pregnancy during the embryonic stage of development with more precision and accuracy. And pregnancy tests on women who are raped or have had incestuous relationships should be mandatory within a few days of the sexual encounter...before the embryo develops into a fetus. That way, the woman is free to opt in for an abortion while the growth is not yet human.
But when the embryo further develops human features and there is a detectable heartbeat, that fetus is a human life. At that time the woman no longer has freedom of choice because an unwarranted abortion would be murder.
And unless the mother's life or health is seriously jeopardized by carrying the fetus full term, abortion should be illegal. The mother and father, if known, and with consulting with the attending MD need then to decide which life is to be saved if one or the other must die for the other one to live.
Rape and incest are not legitimate reasons for murdering that human inside the woman. But at the request of the mother the state should be mandated to provide food, clothing, shelter, education, and care for the baby born of rape or incest until it reaches majority of age. Otherwise, the mother will become the legal guardian of the newborn until it becomes a legal adult.
In sum...abortion of an embryo is not murder as it's hardly human at that stage. But more precise and accurate devices are needed to ensure an embryo can and will be detected when tested. Finally, all abortions of fetuses should be illegal but care of the baby born of rape or incest would be mandated for the state if the mother so requests it; otherwise, the mother will be the guardian until the baby reaches adulthood.
