Depends on if you are in a relationship with someone else at the time.
If you are single, a love affair is a love affair.
If you are with someone, a love affair with someone else is cheating.

Cheating is when you are married (or in a relationship) - and you find someone else while with them.

The two aren't mutually exclusive. Any "love affair" that involves someone already in a committed relationship is by definition cheating (whether they think they're in love with the new person or not).

You're "cheating" when one of you is married or is seriously involved with another person, and you have sex with someone else.
If you're single, you can have a love affair with another single person, but that won't be cheating. You won't be "cheating" on anybody, because you're not committed to anybody.

Leave out the word 'Love' when you talk about having an affair with another other than your own one person. If you are cheating on one you love, then you're having an affair.

Using the words "love affair" instead of cheating just sounds cleaner. At the end of the day, they mean the same thing.
