Inspector General Michael Horowitz has already determined that the last three FISA Warrants were illegally obtained and has uncovered evidence that the first FISA warrant on Carter Page was also likely obtained illegally, which means that the DOJ will have to investigate for possible criminal indictments.
Whether this affects top Democrats like Hillary Clinton or Barack Obama will depend on how much information the participants involved in the illegal activity are willing to divulge in order to save themselves through a plea deal.
While prominent Democrats have accused Mueller of failing to do his duty and Barr of prioritizing the interests of Trump over the American people, they’ll have a more difficult time assailing Horowitz, a Harvard-educated lawyer appointed by President Obama to the DoJ’s top watchdog post in 2012.

Trump is a lying fool who is being vindictive and trying to punish his accusers. For the sake of national security the Obama government rightly investigated Russian meddling in the election, so they were looking at the Russians but found Trump and co mixed in. Obama did not do anything about Trump at the time although he could have.

No. Trump is trying to divert from the fact that the Mueller Report documented "numerous links" between the Russian government and the 2016 Trump campaign. Trump is a liar.
Perhaps Trump thinks that if he can intimidate the FBI investigators, he can accept help from the Russian government again in 2020 and no one will dare to interfere.

I don't think he has that power. It is up to a Federal court judge to do that. All that AG Barr can do is to present a case for an indictment to a Federal Grand Jury.
