Which college? There was no such requirement when I attended a top university in the USA. What we did have was breadth requirements. As an engineer, it wasn't entirely clear why I should take English or Japanese Literature, but the electives were my choice. I later found both of those actually useful in my profession. For an electrical engineer, other science or engineering branches such as Materials Science, Chemistry, Geology, Psychology, or Environmental engineering would seem only vaguely related, too, but the breadth gave me an advantage over other EE's at work who attended highly focused schools.
