Do terrorists see civilians as expendable?

The civilians of the nations they want to destroy are expendable at best. Expendable at least implies that they give them some value, as a lot of terrorist groups would not care if they lived or died.
When it comes to the civilians of their own nations, or the people they're at least responsible for, it's a mixed bag. Hezbollah, the Iran-funded terrorist group in Lebanon, does seem to actually care for at least some of their civilians. I'm aware of a few projects that actually look good, like repairing a synagogue to show they're "really against Israel" and not the Jews. Of course, nearly all of the Lebanese Jewish community fled and the few elderly ones that remain have to live in hiding so no one is ever going to use it; but, there are a few other restoration projects that they support by people actually there so they do gain the support of some people. That's why Lebanese reception is mixed, as many recognize they're still a cancer yet others feel like they've earned their loyalty.
Contrast this with Hamas, the Palestinian terrorist organization in Gaza, which does see their own civilians as expendable. They are known to actively steal from aid intended for their populace and have the gall to ask for more. We know that they're not investing in their kids' future, as they cancel school to protest and force kids into what can become warzones along the border. And don't get started on the actual incitement to murder that exist in their textbooks, which a news story came out that the EU has finally taken some notice. Stories of them storing weapons in people's homes, as well in hospitals and kindergartens, are abundant and even quite a few exist that they've forced people to stay in dangerous zones during Israeli raids despite Israeli warnings beforehand. Ignoring the conflict, it's known that they've threatened civilians to fall in line and have literally tortured those of opposing political parties. They tired a rope to one Gazan civilian and fatally dragged him on the street as an open threat to Fatah, the Palestinian party that's more prominent in the West Bank.
As you can see, there are a variety of viewpoints that terrorist can have. Some actually do some good for their people (though through means that aren't ethical) and others are far more harmful to theirs.

Anyone that is not of the same belief as them are lower then trash and SHOULD die. They feel hatred for everyone else.

No they see civilians as the enemy. Most of them that ARE true, real, terrorists share a hatred for all the people they want to wipe out.

Depends on the terrorists. Violence against property is still terror, and while the IRA have killed people, they've tried not to in the past. Same with ALF and ELF.

Yes, and they will see them as a material for manifesting their will to usurp the world.
