install windows on used laptop?

i just bought a used hp laptop from ebay. it says no OS installed and "COA Code for Windows 8 Professional Embedded in the BIOS." What are my options on how I can acquire and install windows (doesn't have cd drive)? Windows 8 and 10 are fine but 10 is ideal.

    You can download Windows 8.1 for free from Microsoft: https://www.microsoft.com/en-us/software-download/...

    This will let you download an ISO of the install disk. From here you can either burn that image to a DVD or create a bootable flash drive with a program like Rufus: https://rufus.ie/ With Rufus, you select the ISO image and your flash drive and it will copy the necessary files over to the flash drive.

    Once that is all done, you boot your laptop off of the install media and go through the Windows setup process. Once it is fully installed, you can download the appropriate drivers for that specific laptop from HP. Fully update Windows and you should be good to go.

    You need to get an installation CD- From amazon insert into the PC. Then either press ESCAPE , F12, F1 or F10. It depends on the make and model.

    It sounds like the hard drive is blank and needs to have an OS installed
