In a neutron star, the electrons in orbit around the hydrogen nucleus are forced into the proton by the gravitationally-induced pressure and density and make a neutron.

Two isotopes of hydrogen have neutrons. Deuterium has 1 proton and 1 neutron. Tritium has 1 proton and 2 neutrons. In a fusion reaction, two deuterium nuclei fuse to make a helium nucleus which has 2 protons and 2 neutrons.
