    No.

    All keys are unique, stored in a database, and only stored as the game with that key is manufactured.

    On the billion to one chance that someone actually created a key that matched an existing but unregistered game package, when someone bought the real thing and tried to register that, the fact that they had the real code sheet proving the real copy of the game, that would presumably cause the Steam admins to delete the account with the fake code.

    Buying discounted codes is another thing - some places sell legitimate codes that are unused from such as promotional games given free with video cards etc.
