Fish off is not a phrasal verb. They fished on a boat; "off their own coasts" is a prepositional phrase used as an adverb and answering the question "where?" Off the coast means a little way out from the shoreline.

No, this is from boats not more than a few miles off shore. otherwise, it is fishing on the shore (coast).

    "off" here is a preposition.

It means they fished in the sea, not near the shore.
