The president of the United States has no ability to curtail the first amendment. It would be impossible for any president to allow or not allow these rights.

the mere question would have shocked him, since neither speech nor religion falls within a President's powers or jurisdiction, and as an observant Catholic, he himself faced some bias

He was an American potus who swore to uphold and defend the constitution. Of course he allowed it. Forbidding it would be illegal, under our system.
