Typically you should expect the upload speed for a home connection to be between 5% to 25%, however there is no specific rule.
ISPs have a certain amount of bandwidth on the connection. For home connections, the majority of users typically download at least 20 times more data than they upload. For general browsing you might send 10 to 20 characters up and get a complete screenful back. When you are streaming a video, obviously you are getting all the video data coming down, but there are acknowledgements going back to the server to keep the stream in sync with the data of the video.
For business users, then upload and download speeds may be set at about the same speed. For sites such as Wikipedia, then the upload speed requirement is likely to be many times the download speed.
Personally I get about 80/20 Mbps down/up. Upload is about 25% of download. When Iused to have ADSL I got 12/2 Mbps.
