My first question is the cat male or female? If its a male he could be marking your house to attract a near by female cat in the area. If its a female she is peeing around the attract a male cat near by, she's basically saying that she is ready to be mated with. You should get your cat fixed before it becomes a learned behavior...My female cat used to do this last year, I talked to my old boss who is a vet tech and everything I said previously is what she told me. Once I fixed her, she went into a large dog crate until she was healed with her food, water, and liter. After about 4-5 days I put toys in there and slowly let her run around. After she was healed I kept her in there for about another week only letting her out when I could keep an eye on her to ensure that she wasn't going to the bathroom around the house. If I wasn't able to keep an eye on her she went back in the crate........If your cat is already fixed it could be that his/hers liter pan is dirty and your cat doesn't want to go in a dirty liter pan. If you are someone who forgets to clean it on a regular basis I would have 2 liter pans this way if you clean it every other day and accidently get busy you have another liter pan. If fixing your cat is too much money a lot of shelters do a low cost spay/neuter clinic typically for cats its $75 and they even include rabies, distemper vaccines. I know liter pans can also be expensive too, we use the storage totes that you would use for Christmas decorations, we cut a hole on top otherwise my dogs would get in and presto you have a bigger liter pan with a lid for $7-$10 rather that paying nearly $18 or more for one with a lid.
