If you are disappointed with the outcome of the surgery contact the surgeon’s office. Many plastic surgeons will redo the surgery if the results are unacceptable.

The state Medical certification board. They are listed in the white pages under 'state offices'.

Lawyer and/or AMA. Assuming you're in the USA.

The American Medical Association, or the hospital administrator at the hospital you had the surgery in.

Depends on what type of "complaint" you want to file. If you simply don't like the outcome, you don't have many options. If you complaint is about unprofessional conduct or incompetence, you can start with the hospital at which the procedure was done and the state medical board. A personal injury attorney can also give you some advice based on the specifics of your complaints and condition.
