The secondary voltage will be just 50% of the rated one.
It is the transformer which is rated 22 kv and not the supply which is, on its turn, rated 11 kV
If transformer's primary design voltage is 22 kv and you feed it with 11 kv , then Volt/turn ratio becomes the half of the design value : no doubt about that !!!
If , istead, you meant supplying a 11 kv transformer with 22 kv , then bear in mind that primary will saturate the iron core with the relevant consequence of a near short circuit !!!
