If it says "loans to deposit", then "loans" corresponds to first number, and "deposit" corresponds to the second number.
That means that, for a given deposit amount, you cannot loan MORE than that amount. If you loaned twice as much as the deposit, the ratio would be 2:1... which is higher than 1:1, so it is not permissible.
However,, you COULD have a ratio of, for example, 2:3, or 1:4, or 2:7. As long as the first number is less than, or equal to the second number, you are good.
