Is it legal for employer to withheld employee wage due to non compliance of administrative rules ?

    Not legal, they are supposed to pay for work done. They can discipline you for non compliance but not deduct money.

    Not usually but if it cost the business, they may have a case against you and are trying to off-set their damages.
