I'm having trouble naming five parties that would read a franchise agreement?

FTC would not read the agreement. However, I would bet both the franchisor and the franchisee would have their lawyers read the agreement. Also, since most franchisees do not have the cash up front to buy the franchise, they would need a loan and it is very likely that the lender would want to read the agreement to assess risk.

who can READ a franchise agreement?
Teachers ask stupid questions....
I can read it.
My 12 year nephew can read it but might not understand it
My neighbor who is a journalist can read it
And just about anyone else who can read, can read it.
Don't why the FTC would be interested in reading your franchise agreement.
