how called fantasy world like steampunk, but based on clockwork? (and NO steam)?

    Yeah. It's still steampunk - it does not have to include literal steam.

    That would be "clockpunk". Lately it seems you can put "punk" after the name of any technology or technological era to mean "that type of technology taken to the Nth degree".

    Gearpunk. It's considered a subset of steampunk.

    still steampunk. in fact, the whole steampunk aesthetic seems to be more interested in gluing non functional gears to things than having anything to do with steam power.
