I'd be careful going cheap. Like puppy mills, if you buy cheap, you usually get what you pay for, and end up having to pay for it in vet bills or by getting the local bird population sick. It is a biohazard. The best place I've found to get them is from local farmer's markets, or doing research to find a well rated breeder. And from what I've seen, ducks aren't expensive like dogs and cats. Honestly, if you aren't able to pay at least $50 for a pet (cheapest adoption fee I've seen as basis for stray pets), you probably don't need the added expenses of owning a pet.
