They live inside the planets and use the surface as protection.

Scientists do talk about life inside other planets.
But at the moment it is all speculation.
Until such time as life is found inside a planet or moon.
There is a probe in planning to go to Europa to begin a search for life there.

Scientists do talk about that possibility. If you are asking why they do not consider the existence of massive civilizations or something like that, beneath the surface of a planet, well, they take on the easier question of whether there is life of any type at all. Once there is life, then we can worry about how that life exists. One step at a time. No point in worrying about underground alien civilizations when you aren't even sure that there is any life at all yet.

Why do scientists just ramble and accept life has no purpose?
But what if the planet is a living creature and it gets angry from us drilling until it?
