Hirohito was Completely involved with the Japanese military establishment from day 1 of their development and planning of their attacks in the Pacific from Hawaii to Darwin.

According to the book "Japan 1941", Hirohito did know of the Pearl Harbor attack although before he did try to stop it but he was ultimately convinced that they could win, so he agreed. Had he vetoed the plan, Japan might be different now and would have dominated Asia similar to how the Nazis in WWII or Soviets in the Cold War ruled Europe. Off course, he and his Japanese officers knew they were going to attack a neutral nation, which was what really enraged the American public and caused America to enter WWII to wage an all out total war against our enemies, destroying both the Nazis and the Japanese Empire altogether.

Well, he wasn't the kind of god that could easily defy the military establishment.
