That isn't true in my case. My husband is very sweet, and he always takes me out to dinner, and I will always have a little surprise on the kitchen counter when I wake up on my birthday. My kids will always call me and send a card as well. I don't really expect anything, but it's nice to be remembered. In the reverse, I had a mother in law who, about two months before her birthday, would start calling and saying ,"Now don't you dare forget--I've got a birthday coming up". It would go on weekly until the week before her birthday, and then it would be daily that last week. She was not funny or nice about it--she would scream and throw a tantrum if anyone didn't get her a present, and then she would sulk and not speak to the person who forgot. She was the same way about Christmas and Mother's Day. For that reason, I vowed that I would never be a demanding person about those things.
