Was David Wells really the only best star pitcher the Toronto Blue Jays really had in the years 1999 and 2000?

Because they had Chris Carpenter, Joey Hamilton and Roy Halladay as upcoming star pitchers who have yet to hit their primes. They still had Pat Hentgen (their only other best pitcher in 1999), but he ended up getting dealt to the St. Louis Cardinals so basically David Wells was on his own as Toronto's lone star pitcher for 2000 as I don't know if Frank Castillo, Esteban Loaiza, Kelvim Escobar and Steve Trachsel really constitute star pitchers in the same vein as David Wells.
