Sure. It's an economic model wherein the means for producing goods and services are government owned and government operated (GOGO). The US military is a socialist GOGO means.

Or a similar model wherein the means is government owned but commercially operated (GOCO). The US Postal Service (USPS) is an example of a GOCO socialist enterprise as it relies on self-generated revenues to fund its operations. [https://en.wikipedia.org/wiki/United_States_Postal...

By contrast, capitalism is an economic model wherein the means for producing goods and services are commercially owned and commercially operated (COCO). FedEx is a COCO company.

There is no such thing as a state that has a pure socialist or a pure capitalist economy. All nations are really hybrids, mixes of the two types of economy.

NOTE: Neither GOGO, GOCO, nor COCO is a political model. So one can find most economic models within the context of a dictatorship (e.g., China) or a republic (e.g., USA).

More or less. It kind of runs in a spectrum, like autism or a season. (It's not just one thing all the time.)
