Depends what your starting point is - most towns have a train station!
From London, it's easy enough to get to Margate, Brighton, Bournemouth, and lots of other places.

Here are a few suggestions:
St Ives, Cornwall - the railway station is very close to a number of superb beaches.
Weymouth, Dorset
Blackpool, Lancashire - not my choice for nice beaches (I live there) but each to their own.
Swanage, Dorset
Bournemouth, Dorset
Margate, Kent

All of Cornwall has good beaches. Some have dodgy swimming, but these are sign posted or flagged.
