What does reserved mean?

In this context?

"He had a high quality marine radar, every sort of communications gear that he could legally use, and navigation aids normally *reserved* for offshore fishermen."

    Meaning that your average Joe in a fishing boat would not have said navigation aids, but offshore (professional/career) fishermen would likely have the gear.

    Sounds like he's got some seismographic or depth-sounding goodies onboard. Treasure hunters, fishermen, and construction ships use them frequently (as well as the vast majority of merchant vessels in the world).

    It simply means that he had gear that normally only people who are off shore(more advanced) fishermen would need or have

    this sounds like it is decribing someone who had far more complicated equipment than he needed
