This is part of American-Style Capitalism. (Some call it 'End-Stage Capitalism'). The ideals of capitalism have so infiltrated our culture, our national values, even our religion, that we believe our whole purpose on earth is to create wealth for the wealthy.
Someone who isn't able to participate in the economy, for one reason or another, are seen as dead weight. As if their entire value as a human being is measured by their ability to create wealth for investors.
The funny thing is that we deliberately maintain 5% unemployment. When unemployment falls below 5% the Fed raises interest rates to 'chill down' the economy. The idea is to have 20 workers playing 'musical chairs' for 19 jobs. That 20th guy, we demonize him and punish him. Then we use him as a 'cautionary tale'--"Look at this guy! He doesn't have a job because he's lazy and worthless! Why should we help him? It just encourages him to be lazy!" It helps to have someone to blame.
I think conservatives' idea is that if we reward the rich for being rich, and punish the poor for being poor. more poor people will just decide to be rich! So far that hasn't worked very well.
