the question makes me think someone goofed.

Folks, money changes hands when the paperwork is done. Not before!

No one goofed. Just moved to Pa and motor vehicle situations are done differently here

You gave your hard earned cash, Mary, to someone prior to the title being signed and notarized? If so, your bad. Enjoy your new two-ton lawn ornament.

wont' get to do that if the car is still in their name, they can claim their property any time.

    "What happens if" ?

You will have to ask a psychic. Normal people can't foretell the future

Why would you buy an abused car?

If you gave your money, you are SOL.

Does a title need to be notarized in your state when there is a sale? It doesn't in my state. You send in the change to the DMV or go to AAA in person.

And if the seller needs to do something but doesn't = you haven't purchased a car.

Without the title being in your name you didn't purchase the car..
