if you mean ml as in milliliters, we still have to be given a density. water has a density of 1 g/ml (1 kg/liter), so water would have a volume of 0.25 ml when you have 250 mg. Most substances do not have a density of 1 g/ml (g per cubic centimeter, same thing, also kg/L, tonne per cubic meter, etc. are all the same number value, the same ratio).
must know density to get volume from weight or mass.

what is a MLS? it's not any abbreviation I know of.
perhaps mL, milli liter (litre) ? abbreviations are not pluralized.

Liter is a unit of volume, mg, milli gram, is a unit of mass or weight. You cannot convert from one to the other without more information.
