Do all salons keep notes about clients?

No. The shop does not keep notes but the service provider will remember you for the sake of keeping you happy.
Usually, a client will have chosen a hairdresser (or what ever service that is given) and that hairdresser will remember your details such as the condition that your hair is need of, what color/style you usually chose, that you are allergic to a certain product etc...
You hair dresser will make it a point to remember you and your needs to keep you happy as to keep you a client.
If a client is known to make a scene, or throw attitudes, or still on payments etc... I think all the servers there will make a mental note on how to handle that person.
but there are no files kept for the purpose of all to read.

My hairdresser in Edinburgh keeps notes of which stylist I was served by on what date, what was done to my hair, and the specifications of the hair colouring that was used.
If they keep a note of anything else, I'm not aware of it.

I think individual stylists keep those notes.
