Does anyone remember this Germany or Scandinavian horror movie?

Does anyone remember a Germany or Scandinavian horror movie that was forever in production about a decade ago. The plot had a neighboring country of Germany invaded by an army of Frankenstein-like ghouls floating into the country tied to balloons. In fact the trailer I once saw on YouTube had two children playing at their farm, only to see one of these German-manufactured monsters floating above them, followed by dozens more. Did this movie ever make it to theaters? If it did, what was it finally called?
