    Actually, with the Rams moving back to Los Angeles, the Rams-49ers rivalry is (once again) the best one state/two city NFL rivalry.

    The Browns-Bengals rivalry, however, was the best one state/two city NFL rivalry from 1999 to 2015 because it was the only such inter-division rivalry (unless you count the Jets-Bills as New York, although the Jets play their home games in the state of New Jersey).
