He doesn’t drink a small cup of coffee on Thursday.

    The sense becomes ambiguous because of the construction.

    If you mean

    He doesn’t drink coffee for breakfast,

    that's what you should say.

    If you mean

    He drinks a large cup of coffee on Thursdays,

    then that's what you should say.

    Note that if you are referring to a specific Thursday you would use a different tense

    (He didn't drink a small cup of coffee on Thursday)

    If you mean generally then it is either Thursdays or on a Thursday.
