Does Israel understand Palestine.?

In what way?
Many Israelis do understand the Palestinians...verbally, at least. There are a lot of Arabic speakers in Israel.
If you mean something more akin to understanding their concerns, then there seem to be a lot of Israelis sympathetic to it. However, Israelis have their own concerns that do not allow them to simply grant the Palestinians certain wishes. For example, a lot of Palestinians wish checkpoints didn't exist so that they could visit family living in Israel, work in higher-paying jobs within Israel, or receive better medical care in Israeli hospitals; however, while Israelis understand that, they also support the checkpoints because they don't want hostile elements of Palestinian society to blow them to smithereens just because they weren't caught earlier on. Israel understands a lot of Palestinians, but that understanding simply doesn't lend itself to an easy resolution of problems.

Very likely they do, for the following reasons:
"Palestine" refers to the Roman-rename of the land of Israel / Judea.
The proper name for the land is therefore "Israel".
There has never been any Palestine sovereign state upon which the Palestinian Arabs could base any claim to the land of Israel.
In modern times the Palestinian Arabs tricked Israel into granting them autonomous territories in exchange for peace negotiations, but instead the Palestinians pay a reward-"pension" for the murder of Israeli Jewish civilians including children.
The Palestinians are paid a reward-“pension” to murder Israeli Jewish civilians, including children:

The “Palestinian Authority” (which together with the P.L.O. pays the terrorism reward-“Pension” of their “Martyrs Fund”, and also funds Hamas) is itself funded by the “European Union”. Thus do many European countries since the Second World War, give outlet to their long-held anti-Semitic desire to see Jews killed; only now by proxy, through funding the Palestinian Arabs who conduct their ongoing war of ethnic-hatred, murder, and territorial ambitions, against Israeli Jews.

The Palestinians deceive the world into believing they seek a two-state solution, whereas in reality they falsely-claim ALL the land of Israel (to none of which do they have any verifiable-claim), and seek to expel or murder the Jews. This is clearly shown by what is taught by the Palestinian education system and by the “Palestinian National Charter”.
Many people are unaware that there have been at least two major occasions when “land for peace” (in other words a two-state solution) was attempted, but rejected by the Palestinians. The Palestinians have consistently rejected any such solution, because they falsely-claim ALL the land of Israel and wish to expel (or murder) the Jewish population.
1) The first attempt at a two-state solution, was the “United Nations Partition Plan”.

All the Palestinians had to do under the Oslo Accords to have further areas of the West Bank transferred to their Autonomy, was simply to refrain from hostile acts (Article XV):

The “Palestinian Arabs” may come from those who invaded and occupied the Jewish land of Judea / Israel, but it is also unclear at what point they arrived there, since they were opposed to being called a “People” until the 1960’s.

Do you understand that the issue is not Israel vs. Palestine but pro Israel vs. anti Israel?

No it doesn't because Palestine has confidence issues. Israel needs to be more supportive towards her.

Most Israelis do not understand ethnic hatred. From the time Israel was founded - during the British UN Mandate as well - they went out of their way to welcome people of any religion or ethnicity. In fact it is the ONLY part of the former Ottoman Empire which did this. Israel has made as many concessions to the Arabs as it possibly can and still remain a nation. And it seems not to have helped.
For decades before the founding of Israel, the Jews were the ones calling themselves Palestinians, and calling their future homeland Palestine. The Ottoman Empire never used the term Palestine during the 400 years it was in power. The Arabs did not favor the name until 1967, when Yasser Arafat announce that henceforth the Arabs in the region would be called Palestinians, instead of the Jews or Israelis.
So, no I'd say Israel does not understand Palestine, because it does not understand ethnic hatred.
