The same way the Sun radiates ALL electromagnetic radiation because of nuclear fusion in the core. There are 2 nuclear fusion processes going on on the Sun's core.

Sun is a black body at 7000 degree K. It radiates in all frequencies. So it also radiates radio waves.
Sun is a plasma. This plasma sets up currents due to many reasons. During this period the Sun radiates radio waves. These are studied as solar bursts. TV picture does not appear smooth during the day time.This is due to solar radio bursts. Sometime the magnetic fields decays and set up huge current. During that period also the sun radiates.
