If "repairs" haven't "worked", than they haven't been done properly or correctly, nor professionally!
And if the break or leak is before any shut off valves, the valve's would be rendered useless.
I'd kindly inform the neighbor(s) to invest in "Compression fittings" if and when an incoming water line has busted before/ahead of the shut off valve, C.F.'s are cheap, the pieces slip on and tighten up with a wrench easily and fast!
Lowes and Home Dildo sell them.
But the repair is solely your neighbors financial responsibility.
All you can do is give your neighbor a suggestion, or lend a hand, or a dollar, maybe he/she can't afford to repair the problem?
Any way that you could divert the water away from your home if you can't stop it?
Sure, house can withstand rains, even severely heavy downpours, but a very heavily flow of constant running water for many days or weeks could eventually undermine your foundation, pretty much the same way as building any foundation adjacent to a stream or river, so in the long run it isn't good.
I don't know what state/country you live in, but I'm in New York City, here we have the "DEP" (department of environmental protection) whom we can call to report and/or complain about any leaks, the DEP is the state's water board here. We also have "311" here, it's run by the city/state gov., we can call and put in complaints with them as well.
FWIW, I had a real DIRTBAG neighbor who's incoming line broke ahead of the meter, even though she had money up the wazoo, she felt she didn't have to fix it or have it repaired, since it wasn't affecting her bill, so she just let it go, for nearly 2 years and my cellar kept getting the water, s I had to do a "French drain" system and install a sump pump!
The DEP wasn't all that happy about all the complaints a few of us neighbors kept putting in about it and also for her NOT having it repaired or reporting the break to them, so after she didn't even pay her bill for 5 or 6 months, they came out and finally just shut the line to her house from the street, without ever repairing it!
And after about 13 months of not having water in her home, she packed up some of her belongings and her disgusting, rude, foul mouthed, always filthy and smelly, disrespectful, morbidly obese, syphilis infected (it's very true) whale of a daughter/pig and just left and abandoned the home and everything in it (everyone on our street were all so glad to see them losers finally go!),
Two and a half years later that house is STILL empty, the bad part is that that the house is falling apart and is infested and overrun by mice and roaches (you can often see them in the windowsills) and it's entire property is all overgrown and has become filled with liter and garbage and is now an BIG eyesore to the entire street!
A few days after they left the house I took a look inside through the rear sliding kitchen door and the kitchen looks like they just up and left right in the middle of cooking lunch!
Pots and pans filled with food in them are all on the stove, dishes with food left on the counters and in the sink, even a loaf of bread was left open!!
So it's no wonder why it's infested with rodents and roaches!
Like I said, DIRTBAGS and they were NOT poor people either!, just greedy and dumb, not to mention very inconsiderate!
