Make sure your anti virus is updated regularly. Try a different anti virus or add a different one. Make sure your Windows is updated. If you have Windows 10, Windows Defender does a great job.

With any problem you try the least invasive options first. While reinstalling the OS may sometimes be necessary, that is not where I would start.
Does your AV also provide anti-malware? Not all AV's do. Malware is a bigger problem than viruses are today. As someone else suggested, the first thing you should do is run a scan with your AV and then with the free version of Malwarebytes. This combination should resolve almost all problems. If these do not solve your problem, they sometimes identify the problem but can not remove it. Google for programs to remove the problem if it was identified.
Only after trying the steps listed above and if your system still has problems should you consider resetting Windows or restoring to factory condition. These are usually better choices than reinstalling Windows.

download bitdefender rescue and make a bootable usb or dvd with rufus its free then boot from it and scan your device it should easily get rid of threats

Douse it in petrol and light it on fire. Then throw the hard-drive into the mouth of an erupting volcano.
It's the only way to be sure.

If you can figure out what virus it is, you can usually download a virus removal tool. Google it. It wil require a second computer. Download on to a removable device, such as a thumb drive.

We do this where I work. We use about 20 tools for different kinds of malware and often you just try one after another until one works.
The easiest thing is just to re-install Windows, if you can do that. If there's anything you want to keep, be sure to save it first.
