Do I need rights to fetch information from the web in my program?

Hey, I am an inexperienced programmer, I just want a clear understanding of what I am trying to do. Say for example that I made an app to fetch weather predictions from some website, would it be as simple as to download the info and use it, or do I need to take a few extra steps to access this?

    It depends on the licence under which the data is released. Just because something is on a website, doesn't mean it isn't copyrighted or otherwise restricted.

    For example if you wanted to use the Met Office's weather forecasts you'd need to pay to licence the data. If you just ripped it yourself, expect a "Cease and Desist" letter from their lawyers.
