Why did white folk mow each other down in places like Chicago in the 1930s? What reversed the violence. What similar could be done today?

    The repeal of prohibition and federal agents who did not take bribes and were not beholden to the Mayor eventually caused its decline.

    More recently, Federal Agents and the Chicago Police Gang Intelligence Unit broke up Jeff Ford's Black P Stone Nation using a clever trick. They gave him a pile of federal money to help educate young people, then sent him to prison for embezzling the money.

    Prohibition was reversed and the machine politicians were able to share in the mob's profits again without getting too much scrutiny from the Feds...

    Both the Machine and the Mob kept the black population "useful but contained" (as is their way) for decades until years of infighting following the passing of "Emperor" Richard Daley allowed a black alderman to get elected mayor in the 1980s...

    I recall after Mayor Washington won re-election many in the city wondered if there would ever be another white mayor in Chicago again as key positions throughout the city government were filled with Washington cronies...but then, the mayor died unexpectedly in office and was replaced by an appointed steward Gene Sawyer who was not able to hold the black factions together... ushering the elevation of the Emperor's chosen heir, son "Little Ritchie" who held his birthright position for the next two decades...

    In short, the violence is "so bad" because it is concentrated in areas specifically for that purpose by the people who have run the city for the last century.... most people in America just weren't aware of that fact until very recently...
