    One mole of sodium hydroxide will neutralize one mole of acetic acid.

    For acetic acid, n = 0.04 * 0.1896 = 0.007584

    For NaOH, n = V * 0.3505

    V * 0.3505 = 0.007584

    V = 0.007584 ÷ 0.3505

    This is approximately 0.0216 liter or approximately 21.6 ml.
