Is this dress appropriate (i.e. formal/dressy enough) for a wedding?
The wedding will be outdoors in September.

I will assume you are not as tall as the model wearing the dress, so it won’t be as short on you.
But it does look a little casual. Boho looking.

You say it's outdoors- what if it's windy? What if it's cold?
Find something in jersey that goes just above the knees, not just below the bum.
Something with sleeves or wear a nice blazer.
And nothing in either red or black.
Check out what Boden has on clearance- there is plenty there from which to choose in petites.

I depends on what the dress code is for the wedding, obviously. I wore a dress not dissimilar to that but it said on the invitation "casual dress is recommended" as it was a beach wedding, and most women were dressed as I was. What does the invitation say re: mode of dress for the wedding?

NO way - too short and too casual. Now if the dress was longer (as in full length) it would be more appropriate.
BTW "formal" means LONG dress for women and a suit for the man.
