1/ Because the Istari (Wizards) chose to lock themselves in physical forms in order to aid mortals in defeating Sauron. It was important that mortals save themselves. Sauron was not so retrained, and had the benefit of experience from earlier wars. The Ring of Power was also designed to amplify his powers. The Witch King therefore had the benefit of these extra powers himself, coming from Sauron.

2/ Orcs are bigger. Also, in the films, everything in Moria is a Goblin. Everything OUTSIDE Moria is either an Orc or an Uruk-Hai (taller, darker skin).

    1. The Witch Kings have the benefit of Sauron's power giving them a boost. But as we see, such power comes at a terrible, terrible price...

    2. Goblins and Orcs look very different. You won't have a problem telling them apart.

Sauron isn't a wizard, he's an Ainur, an angel like figure. The Witch King is only stronger than Gandalf in the movie, in the book they are equal and only because the power of Sauron runs through them. Goblins are rounder and slower than Orcs.
