Can this frayed cord jacket be fixed with electrical tape?

    you dont. you cut it shorter and put a new end or you replace it. anything else is just dangerous.

    You could repair the electric cord, but a new replacement would be a more permanent fix. A repaired cord would soon need to be repaired again and again. You should be able to do the job yourself if you're at all handy with tools. You should be able to find a video of the replacement job online as a tutorial.

    The area we need to see well is not in focus and as the outer insulation is very bad and, as it is AC mains voltage I would get a new one.

    Electrical tape is not for repairing frayed cords. A frayed cord needs to be replaced. It's not hard if you're handy at all. Otherwise get a handyman.

    it would be safer to get a new cord, but if you use electrical tape properly then the repair should be okay ( I'm not an electrician )
