Image does show some sort of open wire wrapping, but does not clearly show wires themselves or if a wire ( copper ) is bare or open, all that appears is the outer secondary casing shell,
So on that, you want to verify that actual wires are covered first, then cover that opening secondly,
A better resolve woulfpd be to splice out that section, solder the wires correctly then opuse wire wrap for each strand of wire, then an outer wire wrap to cover opening, there is silver tin soldering for wire some with flux, and heat shrink tubes to put over opening,
As temporary fix, you could use electrical tape to cover bare wire, then wrap wires individually and the cover the opening with tape again,
So here you can use electrical tape to wrap seal cover open cover, there sort of is no other way but to cut and splice and resolver wires, or replace whole new wither.
