Can it be snowing and raining at the same time?

    Yes; it can be snowing and raining at the same time.

    This happens when the freeze level is not quite high enough to melt all the snow as it falls to earth. As some of the snow melts into rain ... this cools the surrounding air enough to allow some of the snow to reach the surface.

    In some places outside the U.S.this is known as sleet.

    In the US ... it's known simply as mixed precipitation (sleet is frozen rain reaching the surface as ice pellets).
