If pope Francis is against that Catholic Church executing people then what does that have to say about....?
the Catholic Church for over a thousand years executing people, some by burning them alive at stake for crimes such as murder and rape and on occasion heresy all sanctioned by the high bishops? And what about the laws the were commanded to Moses by his God (the God of the pope) which ordered that certain offenders be hanged, stoned or burned for certain capital crimes?

The Catholic Church didn't exist till the Great Schism of 1054, and it did NOT burn people at the stake till the year 2000.
As for what the Pope said, only a total fool would miss the fact that SOCIETY was brutal in the past -- ALL groups in society.

He believes it is wrong and that those who preceded him centuries ago were misguided. Jesus never approved execution which is why He stopped an adulteress from being stoned to death. He didn't directly condemn crucifixion because it was a matter of the government. He came only to intervene with matters of religion. He essentially told us to settle things with Caesar on such matters. Jesus did imply violence in His parables but parables are allegories which all come in their own contexts. So why did Jesus not slay anybody? Is it because He is a king who doesn't want to get dirty? No. He touched people with leprosy, He washed His apostle's feet, He allowed the Romans to torture Him to death.. That is getting dirty. Jesus actions are the clearest messages in the bible.

What are the laws of the land today?? those are the laws we should abide by... of course we should still follow Jesus and do our best at keeping the 10 commandments... but a lot of the bible was written specifically for the Jewish nation..at the time of it's writing..

Papal rule has often changed courses for the Church and has often (by implication), shown the previous course to be incorrect.

It could mean one or more things.
- it could mean that Franky thinks that circumstances have changed to the point that executions are no longer (morally) the best solution, but that he thinks executions were at one time (under different circumstances) the best solution
- it could mean that Franky thinks that executions were never the best moral solution and that in the past certain Roman Catholic officials made a moral error (sinned) by authorizing executions
etc. (lots of possible etc.)

The Mosaic Law (i.e. the complete Jewish Biblical law of which those instructions are small part) instructs Jewish people regarding these things (it does not include instructions for Christian people!) such that for a Jewish person devoutly and rigorously following the entire Mosaic Law it would be impossible for that person to perform such executions in modern times without breaking that very same Mosaic Law.
It's quite a common mistake to tease out one or two or three regulations of Mosaic Law
ignoring the many other relevant regulations that qualify the very specific conditions needed for those two or three regulations to be carried out
and wonder why those particular two or three regulations are no longer followed.
They ARE in fact followed by the people to whom they are given
- devoutly religious Jewish people
and what you have done is overlook all of the (several) other things that need to "be in place" in order for it to be legal under Biblical (Jewish, Mosaic) law to enforce those regulations.

The Catholic catechism now states (with approved changes by Pope Francis):
"More effective systems of detention have been developed, which ensure the due protection of citizens but, at the same time, do not definitively deprive the guilty of the possibility of redemption,” reads the Catechism now, as it was approved by Francis.
So the Pope is saying we have advanced prison systems now which can remove a dangerous person from the population where they are no longer a serious threat which obviously was not the case hundreds of years ago
