Stiff peaks never form?
I’ve been trying to make the same cake over and over again and everything goes fine until I have to beat the egg whites and sugar. I have an electric whisk. The stiff peaks never form, it stays almost completely liquid. I have tried JUST egg whites and sugar and have tried in different occasions to add cream of tartar and flour but nothing works. This pretty much ruins my entire cake. What do I do?

you need an electric mixer, not an electric wisk..also, is there any fat in your bowl, spoons, on the wisk itself?? ANY fat will inhibit the whites from beating into peaks. this is VERY important. Even if a bit of egg yolk manages to find its way into the whites, it won't whip properly.
