Why is there a silhouette of Pluto in the dwarf planet Pluto?

Are they laughing in our faces?

There isn't really. We humans are just programed to look for patterns and images, and tend to find them even where they aren't there. Someone pointed out that that terrain feature looked like the silhouette of a cartoon dog, and now everyone sees it.
