Hi I am not a native English speaker, Which sentence is correct? (a) I have a both feet skin burn. (b) I have both feet skin burns.?

ok so, why "The train has a two-hour delay." is correct and "I have a both feet skin burn " is not correct?

Neither. Do you mean sunburn [both my feet are sunburned] or burns from fire or scalding [I have burns on both feet]? Saying "on" makes it clear that you are talking about the skin.

Both sentences are wrong. You should write this:
I have skin burns on both my feet.
Both my feet have skin burns.

neither...…….should be like this...….."the skin on both of my feet have burns"
