This may not be anyone. It could be expressing Gods own power. Which would make sense since God caused the splitting of the Red Sea and that is what this songs is Praising.

Other Bible passages show the right hands symbolism.

    At Genesis 48:13-14

We see the right hands symbolic use.

("Israel" in this verse is referring to a man also called Jacob and Joseph is his son. Joseph has taken his sons to their grandfather for a blessing.)

"Joseph now took the two of them, Eʹphra·im with his right hand to Israel’s left and Ma·nasʹseh with his left hand to Israel’s right, and brought them close to him. However, Israel put out his right hand and placed it on Eʹphra·im’s head, although he was the younger, and he placed his left hand on Ma·nasʹseh’s head. He purposely laid his hands this way"

Israel/Jacob crisscrosses his hand so that his right hand will be on Ephraim. Jacob later explain that Ephraim will do greater things in life

Why do you assume it's a 'who', as opposed to simply God's hand?

The God of war of Moses, it's kind of ridiculous when you think about it, that they then try to tell us that he just changed his mind and stopped being a smiting, genocidal monster.
